摘　　要：本文基于图书馆相关公共利益失衡表现的分析,失衡原因的探究,国家发展的现实需求,著作权法基本原理,他国立法经验等方面,探讨数字网络环境下我国图书馆合理使用制度修订的原则与措施,并对相关条款提出具体修改建议。This article analyzed how and why public interests of libraries were imbalanced. Based on actual demands of our national development, fundamentals of copyright law, and legislation of foreign countries, this article discussed principles of and measures for library fair use system drafting in China under digital network environment, and put forward concrete revision sugges- tions on relative clauses.
