摘  要:针对我国严峻的大气污染形势,要求执行《煤电节能减排升级与改造行动计划(2014—2020年)》,以期缓解煤电发展与环境保护之间的矛盾。本文分析了国内外现有燃煤电厂污染物排放控制技术的现状及存在的问题,重点分析了以低低温电除尘技术和湿式电除尘技术为代表的燃煤火电厂烟气污染物超低排放技术路线及其需要解决的问题。提出需要对目前正在示范的燃煤烟气污染物超低排放技术工艺进行长时间运行的技术性能考核、运行优化和技术经济环境性能评价,在此基础上积极稳妥地推广燃煤火电厂烟气污染物超低排放技术。The more stringent new standard of air pollutants for thermal power plants was promulgated to solve the severe air pollution problem. The updating and retrofitting action on energy saving and emission reduction for coal-fired power plants was required to be executed to balance the contradiction between the development of coal- fired power plants and the environmental protection. The state of the art and existing problems of pollutants emission control in existing coal-fired power plants were analyzed. Different processes of ultra-low emission control technologies with low-low temperature electrostatic precipitator and/or wet electrostatic precipitator were introduced and the potential problems on each process were analyzed. Some suggestions on development of the flue gas ultra-low pollutant emission control technology were presented. It is necessary to conduct the assessments of the technical, economic and environmental performances for the project demonstrations of ultra-low emission technology with different processes and to determine the application limit of each removal process. The optimal process of ultra-low pollutant emission technology for different large scale coal-fired power plants can be applied efficiently and economically.
