摘　　要：依法行政的内涵包括职权法定、法律保留、法律优先、依据法律和权责统一。依法行政必须以适当的行政法为前提 ,建立健全政府责任制 ,强化监督机制 ,依法行使职权 ,严格遵守法定程序 ,实行行政公开。The meaning of administration by law includes authority and responsibility designed by law,law retaining,the prevalence of law and the integrity of the authority and responsibility.The administration entails a proper administrative law,a responsible government, a supervisionary mechanism,an enforcement of administration according to law, a conformance to legal procession and an open administration.
