京津冀一体化府际合作机制创新研究

摘　　要：在社会主义市场经济条件下,京津冀政府之间的合作已经成为区域经济一体化的必然选择。现阶段京津冀一体化府际合作意识得到普遍认可,机制也在初步建立之中,其成效也逐渐显露,但仍面临着一些问题和困境。通过调查研究,分析京津冀一体化进程中府际合作存在的主要问题,提出构建京津冀一体化府际合作机制的总体要求和基本原则,创建包括执行机制、监督约束机制、协商机制、互信机制、动力机制在内的"五位一体"的京津冀一体化府际合作机制,以期对促进京津冀协同发展有所裨益。Under the condition of socialist market economy, intergovemmental cooperation of Beijing-Tianjin -Hebei region has become the inevitable choice of regional economic integration. At present, the international cooperation consciousness of Beijing-Tianjin-Hebei integration is generally recognized, the mechanism is also initially established, and its effectiveness has gradually revealed, but still faces some problems and difficulties. Through investigation and study, the paper discusses the main problems of the international cooperation in the process of Beijing-Tianjin-Hebei integration, putting forward the general requirements and the basic principles of intergovemmental cooperation mechanism in the process of Beijing-Tianjin-Hebei integration, thus establishing the five-in-one intergovernmental cooperation mechanism of Beijing-Tianjin-Hebei including execution mechanism, supervision and restraint mechanism, coordination mechanism, trust mechanism, dynamic mechanism, in order to help promote the coordinated development of Beijing-Tianjin-Hebei region.
