矿业权人勘查开采信息公示制度的确立与完善

摘　　要：矿业权人勘查开采信息公示制度是矿产资源监督管理方式的重大变革,对于落实矿业权人责任,加强诚信建设,提高政府监管效能具有重要意义。本文从《公示办法》出台的背景入手,详细阐述了公示制度的主要内容、适用范围、监管和约束效力等方面内容。在实际调查研究基础上,对公示制度的完善提出了以下3点建议:国土资源行政主管部门积极主动推进并加强宣传;建立奖惩机制,提高失信成本;及时研究解决管理实践问题。Mineral rights holder＇s exploration and mining public information system is an important reform of mineral resources supervision and management,which is of great significance to implement the responsibility of mineral owners,to strengthen the construction of credit,and to improve the efficiency of government supervision and management.According to the backgroud of the publicity approach,this paper focused on the the main content,scope of application,supervision and binding effects of publicity system.On the basis of the actual investigation and study,the following three suggestions are put forward to improve the publicity system：the competent departments of land and resources actively promote and strengthen propaganda;establish reward and punishment mechanism to improve the cost of dishonesty;timely study and solve management practice.
