摘　　要：现行牧区草场土地的权利体系不清,不仅牧民的权利得不到保障,也直接制约着牧业技术和经营的产业化。以法律明确规定牧区草场土地所有权、占有权、使用权,是理清牧区草场土地的权利体系的关键。应在明确牧区草场土地所有权、占有权、使用权的基础上,通过牧业合作经济体和牧业公司这两种基本经济组织来推进牧业产业化。The existing pasture land rights system in pastoral area is not clear, which makes rights of herdsmen can not be guaranteed, but also directly restricts the industrialization of animal husbandry technology and management. Clear legal provisions of proprietary rights.title of possession.right of use are the keys to clarify pasture land rights system in pastoral area. On the basis of defining pasture＇s proprietary rights.title of possession.right of use in pastoral area, industrialization of animal husbandry should be promoted by two basic economic organizations： animal husbandry cooperative economy and animal husbandry company.
