摘 要:大学生村官政策是中国引导和鼓励高校毕业生服务基层、培养新农村建设骨干力量以及为党政干部队伍和各行各业输送优秀人才所制定的国家政策,近20万名大学生村官在实际工作中存在着效率优化问题。基于成本效益理论和人力资源管理理论,从"入口-在任-成长-出口"环节分析了大学生村官使用效率的现状,提出优化大学生村官使用效率需要从科学选聘、人岗配置模式、岗位培训和人才出口制度设计入手,建立长效机制。The college student village official policy is the national policy of China to guide and encourage college graduates to serve the grassroots, cultivate backbones for new rural construction and transport excellent talents for the party and government cadres as well as all walks of life. Problems of efficiency optimization exists in the practical work of nearly 200 thousand college student village officials in China, based on the cost-benefit and the human resource management theory, the use efficiency status of college student village official was analyzed from the entry, in office, growth and exit. To optimize the use efficiency of college student village official, it should be necessary to establish long term mechanism from the scientific selection, talent-pose matching mode, position training, and the system design of talent exit.
