摘　　要：农村集体产权改革的根本目的是保护农民集体权益,赋予农民更多财产性权利。近年来农村社区腐败不断侵蚀农民集体权益,与产权改革的目的呈现冲突。农村社区腐败治理问题需要放置于农村集体产权的改革与变迁中进行理解,特别是从基础性的产权治理入手来进行探究。当前,最为典型的表现就是,农村集体产权制度因集体产权归属不清、责权不明和保护不严等,使得农村社区治理逐步陷入缺乏合理有效产权支撑的困境,突出表现为社区居民与集体经济组织成员、社区"两委"与集体经济组织、社区利益分配与集体经济主体缺位之间的矛盾。下一步,伴随全国农村社区建设工作的积极推进,农民财产权的保护成为农村社区矛盾解决的重点,农村社区腐败治理的关键,就是要确保农民集体有效行使集体土地所有权,重点从明晰产权主体、实施政经分离、完善赋权增能等三个方面着手,通过采取强化农村集体经济组织监督机制、规范农村集体资产管理运行机制、创新农村集体组织成员参与机制等,有效建构起预防和治理农村社区腐败的长效机制。The fundamental purpose of rural collective property rights reform is to protect the collective rights and interests of farmers and endow them with more property rights.In recent years,corruption in rural communities continues to erode the collective interests of farmers,which conflicts with the purpose of rural collective property rights reform.It is necessary to understand the rural community corruption governance from the perspective ofreform and change of rural collective property rights,particularly the basic property management for further research.At present,the most remarkable phenomenon is the rural community governance,due to the unclear ownership of property,unclear responsibility and weak protection,has been trapped in a dilemma resulted from absence of reasonable and effective support.The most outstanding problem is the contradiction between community residents and members of collective economic organizations,party branch and committee of the village and village collective economic organization,distribution of community benefit and absence of collective economy subject.Next,along with the positive promotion of national rural community construction,the protection of farmers’property rights has become the focus of resolving contradictions in rural communities.And the key to the rural community corruption governance is to ensure the collective use of the collective land ownership effectively.The governance should focus on three aspects,namely clear property rights,division between economy and politics,and to empower peasants.And measures will be taken from three aspects,to build supervision mechanism of collective assets,to standardize the management mechanism,and to improve the motive mechanism of members so as to construct a long-term mechanism of preventing and controlling corruption.
