晋升天花板、晋升欲望与村干部马基雅维利主义

摘　　要：由于被排除在政府科层组织之外,中国的村干部普遍存在晋升天花板问题。基于村干部问卷调查数据的实证研究发现:晋升欲望与控制欲正相关;晋升天花板导致不道德操纵,且晋升欲望加强了晋升天花板与不道德操纵之间的这种关系;虽然晋升欲望与不道德操纵之间没有直接关系,但当村干部遇到晋升天花板问题时,晋升欲望就会与不道德操纵正相关。这个结果表明,缺乏上升通道是导致村干部的不道德操纵行为的一个重要原因,因此有必要在"国家—个体—社会"分析范式基础上将职业生涯问题引入对乡村精英的行为分析。Village cadres in China now face hierarchical plateauing because they are excluded from government’s bureaucracy.Empirical study based on questionnaires of village cadres from Baise City,Guangxi province shows that,firstly,there is a positive correlation between promotion desire and desire for control.Secondly,hierarchical plateauing leads to village cadres’immoral manipulation,and promotion desire enhances this relation.Thirdly,village cadres tend to have more behavior of immoral manipulation when they encounter hierarchical plateauing.The conclusion indicates that lack of promotion channel is the main cause of immoral manipulation for Chinese village cadres,which can result in the problem of invasion of farmers’interest.Therefore,it is necessary to introduce career issue into behavioral analysis of village elites on the basis of the research paradigm of'state-individual-society'.
