新能源技术产业化发展的环境支撑能力实证分析——以风电产业为例

摘　　要：以风电产业为例,构建新能源技术产业化发展环境支撑能力指标体系,采用灰色关联与熵权法相结合的方法,对我国31个省份的风电技术产业化发展环境的支撑能力进行测度与评价。结果显示:多数省份内环境支撑能力并不均衡,这在广东、内蒙古、江苏、北京等环境支撑能力较高的省份内部尤为突出;综合环境支撑能力排名靠前的省份之间差距较大,其它省份环境支撑能力较为接近且得分较低;我国风电技术产业化发展环境支撑能力有待进一步提高。因此,可以通过提高自主创新能力、加快电力市场化改革、优化产业布局等途径为我国风电技术产业化发展提供更好的环境支撑。From the angle of new energy technology industrialization development,this paper takes the wind power industry as an example to establish index system of environmental support ability.Then the paper evaluates the index system for 31 provinces in China with the method combined gray relational analysis with entropy weight.The results show that the environmental support capacity of most provinces and cities in China is unbalanced,which is particularly prominent in Guangdong,Neimenggu,Jiangsu,Beijing and other provinces and cities with high environmental support capacity.Compared with other provinces and cities,there is a big gap among the provinces and cities which are in the top.The environment supporting ability for the wind power technology industrialization development of China needs to be further improved.Based on the above analysis,this paper proposes to provide a better environment support for the development of wind power technology industry in China by improving the ability of independent innovation,accelerating electricity markets renovation,and optimizing the industrial layout.
