摘　　要：目的了解国内外医疗机构传染病防控指标体系现状,进而为我国医疗机构传染病防控能力评价指标构建提供理论借鉴。方法文献研究。结果国外大部分研究者都以夏威夷卫生管理协会编制的医院突发公共事件应对能力评价问卷(HCAR)为基础,研究国外医院的应急能力,问卷主要包括8个方面的内容。国内研究表明我国目前尚没有评价各级医疗机构传染病防控能力的统一指标体系,少数研究主要集中在综合医院、个别大城市医疗机构传染病防控的某个方面的评价,总共涉及到11个方面86个具体指标,但各级医疗机构没有各自独立的指标体系。结论作为传染病高发的国家,我国应根据医疗机构级别、性质以及在传染病防控方面充当的角色和主要作用构建传染病防控能力评价指标体系。Objective To understand the status of the indicator system of communicable diseases prevention and control of domestic and overseas medical institutions, providing theoretical reference for constructing the evaluation indicators for evaluating infectious diseases prevention and control ability of medical institutions in China. Methods Literature research. Results Most of the foreign researchers usesthe Hospital Capability Assessment for Readiness （HCAR） evaluation questionnaire compiled by the Heahhcare Association of Hawaii, which includesthe content of eight aspects. In China there is no unified indicator system forevaluating the ability of communicable disease prevention and control of medical institutions at different levels. A few studies focused on the evaluation of the general hospitals and some aspects of infectious diseases prevention and control of medical institutions in several big cities, with 11 aspects and 86 specific indicators in total. However, there was on respective and independent indicator system for medical institutions at different levels. Conclusion As a country with high incidence of communicable diseases, we should construct the evaluation indicator system for evaluating infectious diseases prevention and control capability by the level and nature of and the role played by the medical institutions.
