摘 要:俄罗斯总统普京提出的大欧亚伙伴关系包含了追求地区内的新格局和跨国经济安全合作,实质上是俄罗斯应对经济危机和外交孤立的战略防御布局。俄罗斯主导的欧亚经济联盟与东盟的合作及正在进行的自贸区谈判为大欧亚伙伴关系填充了最现实的内容,也有利于俄罗斯在区域一体化进程中提升主导权。大国关系、周边外交、各种区域和次区域合作、地区热点问题等多方面因素为俄罗斯与东盟合作增添了复杂性和挑战性。中国应积极谋求欧亚经济联盟、东盟和"一带一路"建设相对接,最大限度地扩大对接的战略契合点和利益汇合点,与俄罗斯共同推动在大欧亚全面伙伴关系框架下的双边和多边合作取得实质性进展,形成良性互动的竞争。Russian President Vladimir Putin's "Great Eurasian Partnership" intends to seek a new regional structure and multinational cooperation in economy and safety. In essence, it is the Russian strategic defense deployment as a response to economic crisis and diplomatic isolation. The cooperation between Russia-led Eurasian Economic Union (EEU) and ASEAN and the current negotiations not only bring the meaningful elements to "Great Eurasian Partnership", but also help improve the dominance of Russian over the process of regional integration. Great power relations, neighboring diplomacy, different regional and sub-regional collaborations, regional hot issues, and other multiple factors make Russia-ASEAN relations more complex and challenging. China should actively seek the connection between EEU, ASEAN and "One Belt and One Road", maximize the strategic joints of such connection and the convergence points of interests, work with Russia to boost the bilateral, multilateral cooperation in the framework of"Great Eurasian comprehensive Partnership" to make a substantial progress and form a benign, interactive competition.
