摘　　要：在AHP基础上构建体育管理部门职能向体育社团转移的理论模型,采用比较分析法,运用五个阶段的个案数据作为决策层,提出两个基本假设。理论评价模型中采用专家调查法建立判断矩阵,确定赋值权重,最后在理论模型的基础上推理出两个基本假设的正确性,得出转移并且转移了多少的结论,供有关部门参考。Theoretical model of sports organizations＇ taking over of governmental functions in China were established. Case data at five stages were taken as decision making level and two hypotheses were set. Expert interviews were used to build judgment matrix and define weight. References were made on the correctness of the two hypotheses and the how much the function taking over was.
