摘　　要：定额是工程建设中一项重要的技术经济标准,是项目投资确定与控制,合理编制施工图预算,招标控制价、投标文件的基础,也是进行工程结算的依据。国家对基础建设项目的决策和调控都依赖定额这一标准,利用相关定额预算工程造价,可有效地提高项目决策的科学性,优化投资行为。The quota is an important technical and economic standard in the construction of the project. It is the basis for determining and controlling the project investment, the reasonable preparation of the construction budget, the price of tender control, and the tender documents. Quota is also the basis for the settlement of the project. The state＇s decision-making and regulation of infrastructure projects rely on the standard of quota. The use of relevant quotas by the state can effectively improve the scientific nature of project decision-making and optimize the investment behavior.
