摘　　要：国际形势与国内状况变化情势下,习近平为核心的中央领导集体提出了以实现"中国梦"为目标、以国家治理体系和治理能力现代化为指向、以"五位一体"总布局为依托"四个全面"为战略重点的内部治理、以构建新型的全球治理国际战略为保障的新战略谋划,这为中国发展搭建新的起飞平台。With thc changc of domestic and international situation , thc new generation of national leadership put forward ＂Chinesc dream＂ as thc goal and new platform for thc development of China is constructed to further complete the national governance systems and modernize governance capacity, focusing on the general plan of five-in-one and the four strategic internal governances, to build a new international strategy of global governance can be built as a new strategic security plan.
