摘 要:研究以工会内涵式发展为视角,提出北京市工会应侧重加强自身建设,提升服务职工质量。当前北京工会工作面临"服务大局,顺应国际潮流,回应职工期待"等新要求,但工会在机构设置、服务方式、资源分配、干部选用等方面存在诸多掣肘工会发展的问题。研究提出,"十三五"期间北京工会工作要实现从"侧重外延式向内涵式、侧重封闭式向开放式、侧重行政指令向需求导向"的三重转型。在阐述工会工作内涵式发展内核的基础上,提出了加强北京市工会内涵式发展的改革路径。Based on the perspective of the connotation development of trade unions, this paper puts forward that trade unions in Beijing should focus on strengthening their own construction and improving the quality of service workers. Currently, the trade union work in Beijing faces "serving the overall situation, following the international trend, in response to the requirements of employee expectations", and other new requirements, but there are many problems which impede the development of trade unions, such as institutional settings, service mode, resource allocation, selection of cadres, etc. The paper suggests that during the 13 th Five Year Plan Beijing union work realize triple transformation——that is focusing on the extension to the connotation, focusing on the closed to the open, focusing on administrative directives to demand-oriented. On the basis of explaining the kernel of connotation development, this paper puts forward the reform path of strengthening the connotation development of trade unions in Beijing.
