循环经济模式下北方农牧交错地区可持续发展研究——以内蒙古通辽市为例

摘　　要：农牧交错地区是连接我国东部农耕区与西部草原牧区的典型生态脆弱地区,如何实现可持续发展是关系到农牧交错地区的社会进步、经济发展、生态和谐的关键问题。选取具有典型农牧交错地区特征的内蒙古自治区通辽市为例,运用系统动力学仿真的研究方法,建立通辽市社会-经济-生态复合系统动力学模型,在长时间序列上模拟传统发展模式以及循环经济发展模式下通辽市复合系统的动态变化过程。结果表明:通辽市在传统发展状态下社会经济发展缓慢,水效率低下,过度开采水资源为引发区域的水生态灾难埋下了伏笔;合理协调农牧关系,发展立足地方资源特色的循环经济是促进通辽市可持续发展的有效模式,这为促进农牧交错地区实现可持续发展提供了有益的理论研究和实践支撑。The agro-pastoral transitional zone is a typical ecologically vulnerable area that connects the eastern farmland and the western pastoral area. The sustainable development of the agro-pastoral transitional zone is related to the social progress,economic development and ecological harmony. In this research,Tongliao City of Inner Mongolia Autonomous Region,as a typical agro-pastoral transitional zone,was selected as the research object. The simulation method of system dynamic was adopted to establish the dynamic model of society-economy-ecology combined system in Tongliao City,which would record the dynamic changes of Tongliao City under the traditional development mode and circular economy in the long time sequence. The results showed that under the traditional development state,the agro-pastoral transitional zone was trapped in stagnated development and water-use efficiency,which would be bound to resulting in the over-exploitation of water resources to maintain the development,and hence leading to water ecological disasters. That reasonably coordinate the relationship between agriculture and animal husbandry and develop the circle economy based on local resources characteristics are the effective ways to achieve sustainable development in Tongliao city. The research provides a useful theoretical and practical support for the sustainable development of agro-pastoral transitional zone in northern China.
