摘　　要：基于环境保护公众参与的基本理论,采用环境影响随机回归模型,利用中国30个省份的面板数据,对环保公众参与对环境质量的影响机理及地域差异进行了实证分析。结果显示:不同的环保公众参与行为对环境质量的影响程度不同,环境来信对环境质量提升具有显著的促进作用,而环境来访的影响则不显著;环保公众参与对环境质量的影响存在显著的地域差异,环境来信对中部地区环境质量改善的推进作用较强,但对东部和西部地区环境质量的影响不显著,而环境来访对各个区域环境质量的作用均不显著。In order to analyze the influencing mecha- nism of public participation on environmental quality and its re- gional disparities, this essay incorporates the theory of environ- mental public participation into the STIRPAT model, and uses a panel data of 30 province - level regions in China's Mainland from 1998 to 2010, to measure the influence of public participation on environmental quality. The results demonstrate that different en- vironmental public participation behaviors have different influ- ences on environmental quality. Environmental complaint letter has a significantly positive influences on environmental quality, but environmental complaint visit has an insignificant influences Meanwhile, there are significant regional disparities in the influ- ences of environmental public participation on environmental quality. Specifically, the influences of environmental complaint letter on environmental quality is significantly positive in central China, but non - significant in east or west China. Environmen- tal complaint visit shows consistently no influences on environ- mental quality in east, west and central China.
