规划环境评价中的环境风险沟通方式和机制研究——以工业园区为例

摘　　要：现阶段的"邻避运动"和环境群体性事件多由单个建设项目引起,但建设项目此时已经失去了回旋余地,调整空间较大、战略层次高、区域范围广的规划环评又和公众存在距离感。与两者不同的是园区规划环评,其与项目环评相比具有更大的弹性和调整空间,同时比更大范围的规划环评贴近群众。因此,有效的公众参与和风险沟通在园区规划环评中显得格外重要。以工业园区为例,政府、专家、企业、媒体和社会公众等多元主体之间需要基于对工业园区的环境风险感知,通过有效的途径进行信息交换与对话合作,将风险沟通落实到规划环境影响评价中的各个环节。在信任为基础,法律体系为保障,环境教育为辅助的机制下,加强环境信息公开,进行及时有效的双向沟通,减轻或消除公众的担忧,并反馈意见,促使决策者考虑公众立场,唤起公众理性,从而达到社会、经济和环境综合利益最大化的良好结果。At the stage, ＂NIMBY movement＂ and environmental group events are mainly caused by a single construction project, but the project has lost the leeway. The planning EIA of larger region has more adjustment space but there is a sense of distance with public. Unlikeproject EIA and larger scale planning EIA, the park planning EIA not only has greater flexibility and adjustment than project EIA, but also closer to the pubic than a larger scale planning EIA.Therefore, the effective public participation and risk communication is particularly important in the park planning EIA. Taking Industrial Park as an example, the government, enterprises, experts, the media and public are necessary toexchange information and communicate with each other through various effective ways, based on the environmental risk perception of industrial park. Then it implement the risk communication into planning environmental impact assessment process, constructing a mechanism composed of trust, security provided by legal system and auxiliary of environmental education. With the mechanism, relevant departments should strengthen environmental information disclosure, keep twoway communication timely and effectively , reduce or eliminate the public concerns, and give feedback to public, prompted policymakers to consider public stance, arouse the public rationality, and achieve the benefits maximization of social, economic and environment.
