论常平仓制度的起源及当代启示

摘　　要：常平仓是西汉时期耿寿昌创立的一项粮食储备制度,距今已有2000多年历史,在国内外都产生过重大影响。常平仓的历史渊源可以追溯到西周时期以救灾备荒为主要目的的粮食储备制度,以及春秋战国时期以调节粮食供求、稳定粮食价格为主要目的的平粜法和平籴法。时至今日,常平仓制度所包含的国家干预经济以不破坏市场正常运行为前提、以人为本的治国理念、建立居安思危的战略储备制度等思想,依然对当代社会具有重要的启示作用。The Ever Normal Granary System is a grain reserve system which was founded by Geng Shouchang in the Western Han Dynasty. It has a history of over two thousand years and significant influence both at home and abroad. The Ever Normal Granary System can be traced back to the grain reserve system of the Western Zhou Dynasty and the policy of Pingtiao and Pingdi of the Spring and Autumn Period. Its conceptions of national interference without breaking market＇s normal operation, human-oriented governing, and getting prepared for danger in times of safety continue to give enlightenment to contemporary society.
