采购招标若干实务操作问题刍议

摘　　要：招标采购已成为最主要的采购方式之一。采购项目的专业性、多样性,使得招标过程错综复杂,实务操作更是千变万化。通过若干招标实务案例分析,对某些实务操作提出了看法和建议:评标时无须投标人现场"述标";开标之前不宜对投标人实地考察,实地考察可以作为评标的一个环节;招标文件不宜采用定性概念,尽量使用定量概念。Purchasing by Invitation to Bid has become one of the main way of purchasing. The speciality and diversity of the procurement project that makes the bidding process is complex and the bidding practice is protean. Opinions and Suggestions to the practice operation are put forward through a number of bidding practice case analysis. Without any bidder makes a presentation when bid evaluation; any one should not be on the field of bidders before the bid opening and on-the-spot investigation can be used as a link of the bid evaluation. Bidding documents should not be using qualitative concept, try to use a quantitative concept.
