撤村建居中的农村集体资产处置和农民利益保护研究

摘　　要：撤村建居是伴随我国城市化工业化进程和城乡统筹改革的必然产物和根本要求。以农村集体土地为核心的集体资产处置和农民利益的保护是推进"村改居"工作顺利开展和城市化进程的关键。在借鉴各地撤村建居的实践探索并结合对杭州市周边城乡结合部撤村建居的实地调查,对撤村建居中集体资产处置存在的矛盾和问题以及农民利益保护进行分析,旨在提出有针对性的对策和建议。＂Country to residence＂ is the inevitable outcome and fundamental requirement of the urbanization process and the overall reform of urban and rural in China. With the rural collective land as the core of the collective asset disposal and the protection of farmers ＇ interests is the key to promote the ＂country to residence＂ work smoothly and the process of urbanization. We analysed and researched on the contradictions and problems existing in the management of village collective assets and the protection of the farmers＇ interests learning from the practice exploration of the ＂country to residence＂ in all places and combined with field investigation in the combination of urban and rural areas of Hangzhou city surrounding,targeted counter- measures and suggestions were put forward.
