摘　　要：福建在编制中小流域水能资源开发规划过程中,针对福建水能资源开发利用早、开发程度高的形势,树立转型升级新理念,全面统筹资源、环境、社会协调发展,在保护生态的基础上,对资源布局进行复核、对资源效率进行评价、对资源管理提出新的要求,满足资源的科学管理,更好地服务于农村水电科学发展。In the plan-making process of medium and small river basins water power resources development of Fujian, set up new concept of transformation and upgrading in allusion to the situation of early water power resources development and utilization as well as high degree of development in Fujian, comprehensively plan the harmonious development of resource, environment, society as a whole, on the basis of ecology protection, conduct re-checking to resource allocation, evaluating to resource efficiency, putting forward new requirement to resource administration, satisfy the resource scientific administration, preferably serve the scientific development of rural hydropower.
