摘　　要：基于北京市现状自行车和步行交通规划、建设与管理制度的梳理,分析目前实施层面存在的问题及原因.与此同时,对北京市已经实施的为数不多的几个自行车和步行交通改善项目进行实施评估,并对国内外城市道路空间管理体制与机制进行梳理与借鉴.在此基础上,提出北京市自行车和步行交通规划实施保障措施建议,以促进北京市自行车和步行交通规划的科学实施,加快改善北京市自行车和步行交通出行环境.This paper is based on a summary of the current situation of Beijing bicycle and pedestrian transportation planning,construction and management system. It analyzes the problems and causes at the implementation level. And it evaluates about the implementation of a few of the bicycle and pedestrian traffic improvement projects implemented in Beijing,and reviews the system and mechanism of urban road space management in other countries. Based on the analysis, this paper puts forward the guaranteeing measures of Beijing city bicycle and pedestrian transportation planning and implementation, hoping to promote Beijing city bicycle and pedestrian traffic scientific implementation, and improve Beijing city bicycle and pedestrian traffic environment.
