摘 要:针对传统DEA模型缺乏客观评价标准的问题,在采用三阶段DEA模型剔除环境因素和随机误差对建筑业碳排放投入指标的影响的基础上,以2005年建筑业碳排放强度降低45%的减排目标为样本单元,构建建筑业碳排放效率评价的广义DEA模型。以2003—2012年建筑业为实证,结果表明:我国建筑业碳排放效率逐年提升;建筑业碳排放技术效率与地区经济水平显著正相关,建筑业碳排放累计冗余与地区经济水平显著负相关;投入指标冗余率均呈现逐年递减趋势,但建筑业碳排放与机械设备累计冗余依然较为严重,建筑业减排潜力较大;建筑业资本存量冗余受宏观经济政策影响较大。研究成果可为区域化、差异化减排提供决策依据和理论指导。The existing research about construction industry carbon emission efficiency lack objective evaluation criteria. So this paper introduced the technique of three-stage-DEA model to eliminate the influences of the environmental factors and random errors on the construction industry carbon emissions efficiency evaluation results. And regard 45% reduction in construction carbon emission intensity in 2005 as the sample unit to establish generalized DEA model of construction carbon efficiency evaluation. This paper analyzed construction carbon emissions efficiency from 2003 to 2012. The results showed that construction industry carbon emission efficiency increased year by year. There is a positive correlation between carbon emission technical efficiency and regional economic level. There is a negative correlation between accumulated redundancy of construction carbon emission and regional economic level. Input indicators redundancy show decreasing trend year by year. But redundancy of construction carbon emission and machinery are still serious. It shows that potential of reducing construction carbon emissions is large. Construction capital stock redundancy was greatly influenced by macroeconomic policy. Findings of the research can provide some evidences and theoretical guidance on construction industry carbon emissions reduction.
