试述《中美人才培养计划》121双学位项目模式对陕西普通高校国际化的启示

摘　　要：高等教育的国际化是当代世界高等教育发展的潮流和主要趋势,它已经成为世界高等教育的共同价值观。国际化办学特色已成为地方高校拓展自身办学空间和提升自身核心竞争力的重要实施方略。《中美人才培养计划》121双学位项目是以中美高校学分学历互认为基础的共同合作与管理的新型中美高等教育双向交流与合作项目,对缺乏国际交流的西部高校的传统人才培养模式带来很大冲击。本项目以西安邮电大学国际化为例,提出应以现有的国际交流项目为机遇,借鉴国外高校成功的人才培养经验,探索出符合实际、具有鲜明特色的高校人才培养模式,进而促进陕西高校更加健康、成熟、快速地发展。The internationalization of higher education is the main trend of the development of higher education in contemporary world. It has become the common value of higher education in the world. Internationalized school-running has become an important strategy for local colleges and universities to expand their school-running space and improve their core competitiveness. Sino-American Cooperation on Higher Education and Profes- sional Development is a new type of Sino-American higher edu- cation exchange and cooperation project based on the mutual co- operation and management of Chinese and American university credits. It is a great impact on western colleges and universities which lack international exchange. Taking the internationaliza- tion of Xi＇an University of Posts ＆ Telecommunications as an ex- ample, this paper puts forward the exploration of a practical and distinctive talent cultivation model based on the existing interna- tional exchange projects and foreign experience of talent cultiva- tion, so as to promote the healthy and rapid development of col- leges and universities in Shaanxi.
