政策性农业保险供给市场解构研究

摘　　要：以政策性农业保险中各市场主体为切入点,基于2007-2013年全国及各地区保费收入与赔付支出等相关数据,全景式解构农业保险供给市场。研究发现:第一,农业保险市场中两家综合性机构与四家政策性机构占据绝对主导地位,中国人保为行业龙头,综合性、外资机构不断进入的市场格局业已形成,且短期内形势难以逆转。第二,我国农业保险供给不足的局面虽然仍未得到有效缓解,但市场由集中垄断走向分散竞争的趋势已经基本明朗。第三,各省份市场发展差距正逐步缩小,但区域发展不平衡仍需给予持续关注。为此,研究指出不仅要顺应市场发展趋势,优化农业保险市场供给。还应当强化政府职能,保持农业保险的"政策性"。Taking the main body of agricultural insurance market as the breakthrough point, based on the related data of 2007-2013 national and regional premium income and pay expenses, this paper panoramically deconstructs the supply of agricultural insurance market. It is found that： 1） in the agricultural insurance market, the pattern of ＂4-4-2＂ is the dominant, and China people＇s insurance becomes industry leading. Besides, the pattern that comprehensive and foreign institutions continue to come into market has formed, and it is difficult to reverse the situation in the short term. 2） though the supply situation of agricultural insurance has still not got effective relief, the trend that the market converts from concentrated monopoly to dispersive competition has been basically clear. 3） the subject number of most provinces showed increasing trend, and the market concentration has been continuously decreased. 4） the gap between the provinces within the market has gradually narrowed, but still needs to be given con- tinuous attention. For this purpose, the study shows that our government should implement supply side reform on agricultural insurance from several aspects, such as orderly opening agricultural insurance market, perfecting the supervision and service work, implementing more ＂accurate＂ premium subsidies, and focusing on the development of local characteristics and advantages.
