摘　　要：从建设思路、建设方案和对外合作3个层面论述了如何低成本、多手段提升无线网络能力。首先介绍了无线网精准建网的思路和方法;其次从积极采用多模多频设备、创新覆盖方案、灵活使用配套手段等方面,阐述了制定科学无线网方案的方法和手段;最后从与中国电信和用户合作2个角度说明了对外合作的必要性和重要性。It discussed how to improve the network capability with low cost and multiple means from construction ideas, construction solution and co-construction and sharing. It first presents the consideration and methods on accurately planning wireless net- work construction, then expounds the methods on making scientific wireless network by using multi-mode and multi-fre- quency equipment, innovating coverage solution, adopting flexible mating means. Finally it describes the necessity and impor- tance of co-construction and sharing.
