摘 要:运用生态足迹模型为方法,计量了湖南省所辖14个地州的生态足迹和生态承载力,以此为基础核算了湖南省所辖14个地州间区际生态补偿标准。结果表明:14个地州区际之间,长沙、株洲、湘潭、益阳和娄底5个地州支付生态补偿,其余9个地州获得生态补偿;从补偿总量来看,湖南省需支付的生态补偿总量为121.5亿,获得的生态补偿总量为112.31亿,支付总量略大于取得补偿总量,说明湖南省生态系统服务的提供小于生态系统服务的供给,还需向外索取;从生态补偿量的构成来看,湖南省的生态资源供给主要集中在耕地生态生产性土地上,生态资源消耗则集中在化石能源地生态生产性土地上;从经济发展水平来看,在生态盈余/赤字不变的条件下,地区经济发展水平越高,生态补偿调整系数也越大,从而其取得/支付的生态补偿量越大。The paper uses an ecological footprint model to measure the ecological footprint and capacity among 14 regions of Hunan province. With these values, it quantifies the eco-compensation standards of those regions. It mainly concludes that among the 14 regions of Hunan Province, Changsha, Zhuzhou, Xiangtan, Yiyang and Loudi need to pay eco-compensation. The other 9 regions should receive eco-compensation. From the total eco-compensation, Hunan province need to pay 12.15 billion of total ecological compensation and receive 11.231 billion. Payment is greater than the obtained. It shows that the ecosystem service of Hunan province to provide is less than ecosystem services supply. From the composition of the eco-compensation, the ecological resources supply in Hunan province mainly concentrated in the cultivated land ecological productive land, and, ecological resource consumption is concentrated in the fossil energy land ecological productive land. From the economic development, under the conditions of the same ecological surplus / deficit, the higher level of economic development means the larger eco-compensation adjustment coefficient, therefore the eco-compensation quantity / payment is becoming increasingly.
