非历史文化街区的历史地段保护与发展策略探析——以香厂新市区历史地段城市更新为例

摘　　要：当前阶段,我国历史地段的城市更新面临三个方面的基本诉求,即(1)挖掘地域价值,保护历史风貌与传承文化的诉求;(2)改善人居环境的民生诉求;(3)地区职能和定位发展演变的背景下,融入现代功能的诉求。这给我国的历史地段,尤其是非历史文化街区的历史地段的保护与发展带来了一个复杂的难题。文章以北京香厂新市区历史地段的城市更新为例,以互通、互动、互生为主要理念,探索推动文化保护、产业发展与民生改善三者协调共生的实践策略。The historic area renewal of our country is facing three basic appeals at present, namely. 1） the appeal to excavate the regional value and to protect historical features and disseminate culture; 2） the appeal to improve the living environment of the people＇s livelihood; 3） the appeal to integrate into modern function in the context of regional functions and positioning＇ s evolution. This has brought a complex problem to the protection and development of the historic area of our country, especially those barring the historical and cultural block. This paper is proposed to explore the practical strategies of promoting the coordination of cultural protection, industrial development and livelihood improving, taking interworking, interaction and alternate as basic concepts. Xiangchang historic area renewal is selected for detailed illustration.
