摘　　要：协商民主对主体和过程设定了严格条件,但在实践中,分散的协商民主形式无法满足协商民主的理想标准,尤其体现在规模和协商这两项价值之间的冲突。因此,协商民主理想的实现,除了每一种协商民主形式发挥作用外,还必须从系统化的视角来考虑,从分散的协商民主形式走向整合的协商民主体系,形成协商民主的合力。Deliberative democracy sets strict terms to its subject and process, but in practice, these deliberative ideals can hardly be satisfied by decentralized forms of deliberative democracy, which is especially reflected by the confrontation between scale and deliberation. Thus, achieving deliberative democracy ideals requires not only making every single form of deliberative democracy work, but also promoting the decentralized forms of deliberative democracy into an integrated system so as to create joint force of deliberative democracy,by considering deliberative democracy in a systematic way.
