社会工作在社会政策中的协同创新

摘　　要：社会工作传递社会政策,发送社会福利。当下社会矛盾较多、复杂多变,结构不断分化,单靠政府一己之力难以完成社会治理。理顺政府与社会工作的关系,形成良性的协同合作,是提高政府现代治理能力的大势所趋。从社会政策角度看,从政策的缘起到政策过程,社会工作都应与政府加强协商合作。社会工作主动介入到社会政策过程中,依赖于社会工作的职业化机制、衔接社会资源的网络机制,以及与志愿者的互动机制。Social w ork transfers social policies and sends social benefits. At present,the social contradictions are numerous,complex and changeable,and the social structure is constantly differentiated. It is difficult for the government to perform social governance alone. It is the general trend of promoting the modern governance ability of government to straighten the relationship betw een government and social w ork,and form a benign cooperation. From perspective of social policy,social w ork should strengthen coordination and collaborative cooperation w ith the government from the origin to the process of policies. The actively involvement of social w ork into the process of social policy relies on the mechanisms of social w ork of professionalism,netw ork that connecting social resources,and interaction w ith volunteers.
