摘　　要：文章从创新、协调、开放、绿色、共享的战略高度,倡导"一带一路"沿线国家与我国能源配罝、产业布局、基础设施、公共服务对接,构建共商、共建、共享"三大建设",营造合作关系、价格预期、加减作用、效益发展"四个稳定",强化政策沟通、设施联通、贸易畅通、资金融通、民心相通,做好互通根系、经贸血脉、产业经络、平台引擎、人文灵魂等"五大提升",以增强我国能源资源利用综合效益国际影响力和话语权。This paper made an analysis of energy services, etc. from the perspective of innovation, disposition, industry layout infrastructure, public coordination and sharing to build up the ＂three constructions＂ jointly. Meanwhile, through cooperation, price expectation, add and subtract function to develop ＂four stabilities＂ in an efficient way. Besides, we should strengthen the policy communication, facilities connection, free trade, capital circulation, concems of the public interests to build up ＂five platforms＂ to enhance the utilization of energy resources and comprehensive benefits in the international society.
