摘　　要：国际恐怖主义犯罪演变至今已呈现出新的态势,其危害性不断加大,对其惩治的困境凸显。究其原因,理论层面主要包括理论研究的不全面、立法与当前实际的脱节、基础概念的不明确等,因此,通过对国际恐怖主义犯罪基本理论的梳理,厘清惩治国际恐怖主义犯罪存在的问题,完善我国防治国际恐怖主义犯罪立法,成为自《刑法修正案(九)》之后需要解决的问题。Nowadays, international terrorist crimes has shown new trend and has increasingly greater harms. There＇ re more and more difficulties in dealing with them. At the level of theories, the causes to the crimes include incomplete theoretical studies, the legislation＇s separation from fact and undefined basic concepts, etc. Thus, after the Amendment IX to Criminal Law, we need to card the basic concepts of international terrorist crimes, and then clarify the problems in punishing the crimes, so as to improve China＇s legislation of preventing and controlling these crimes.
