黑龙江省承接国际产业转移的问题及对策分析

摘　　要：为加速黑龙江经济发展,缩小与发达地区的产业差距,对黑龙江省国际产业战略转移现状进行分析,发现黑龙江省在国际产业战略转移中存在承接产业转移规模小,外商投资区域分布不均衡,以及外商投资产业结构不合理等问题。黑龙江省要利用地域优势建设经贸大通道,促进对俄等国家的合作升级;利用省内丰富的土地与石油矿产资源吸引外资;平衡外商投资区域,调整产业结构;创造良好的投资环境,吸引外商投资。这对于黑龙江省的产业政策规划,区域协调统筹发展,国家安全和社会稳定的维护方面都具有十分重要的意义。To accelerate the economic growth of Heilongjiang province and narrow the industrial gap with developed areas, current situation of international industrial transfer is analyzed. It is found that the industrial transfer scale is small, foreign investment distribution is not even in different regions and the industrial structure of foreign investment is unreasonable. Heilongjiang should build a large economic and trade channel by taking the regional advantage for facilitating the cooperation upgrade with Russia and other surrounding countries, attract foreign investment by utilizing the rich land and petroleum resources, balance foreign investment regions, adjust the industrial structure, and create a friendly foreign investment environment. It is significant to the industrial policy planning, regional coordinated development, national safety and social stability.
