基层医疗机构药品采购配送改革效果研究——以重庆石柱县为例

摘　　要：公立医院药品采购配送改革是破除以药养医机制,缓解患者医疗负担的重要举措,以重庆市石柱县试点探索有效的药品采购配送方式。本文通过一手数据资料分析和面向机构、医生的实地调研,采用基层医疗机构药品总收入、医疗机构药占比、次均门诊费用及药费、次均住院费用及药费、检查占比等核心指标评估石柱县药品采购配送改革效果。评估发现:石柱县药品流通领域的改革在一定程度上缓解了"药价虚高"的现象,减轻了基层医疗机构患者医疗负担。The reform which called drug procurement and distribution is an important measure to get rid of the medical service system and relieve the medical burden of patients in public hospi- tals. Shizhu County＇s Drug procurement and distribution reform was considered as an example in Chongqing, therefore, this article discussed this topic with the method of data analysis and spot investigation .The investigator used several indicators to demonstrated this hypothesis , such as general income of the grassroots medical institutions, medical institutions and drug income propor- tion of medicine, the average outpatient expenses and medical expenses, hospitalization expenses and cost, and other indicators .Evaluation found that the implementation of the drug procurement and distribution has eased ＂expensive problem＂ and reduced the medical burden.
