博弈论视角下美国与古巴关系的改善

摘　　要：美古关系随着总统奥巴马对古巴的访问迈入了一个"新时代",结束了两国的世纪恩怨。在美古两国长达半个多世纪的博弈中,两国在各自利益上都有所损失,特别是对于古巴而言。美国与古巴关系改善的主要原因是两国在过去的博弈中均处于"均势",美国没有因对古巴的制裁和敌视得到利益和达到目标,而古巴在美国的威逼之下也没有失序。美国对古巴制裁不成功、国内及世界对改善美古关系的呼声日增、古巴出于经济因素的考虑等原因促使了两国关系在长期的零和博弈之后迈向了改善的进程。US-Cuba relations with the president Obama＇s visit to Cuba comes into a ＂new era＂, ending the two countries＇ century grudges. In the game of United States and Cuba for more than half a century, the two countries have lost their respec tive interests, especially Cuba. The main reason for the improvement of relations between the United States and Cuba is that the two countries are in a ＂balance of power＂ in the past game, that the United States has not benefited from the sanctions and hostility against Cuba and that Cuba has not been out of order under the threat of the United States. The unsuccessful US sanc tions against Cuba, the growing domestic and international calls for improving US-Cuban relations, and the Cuban economic consideration, caused the two countries to improve the relationship after their long-term zero-sum game.
