社区公共服务传递的双重碎片化与协同治理:温州案例

摘　　要：温州社区公共服务传递碎片化形成于政府职能部门的服务下沉及服务购买过程中,既表现为部门业务在社区的分割,也表现为社区合同制治理受治理结构与社区服务生产方的资质、专业工作者素质及评估能力的约束。因此,温州通过政府权力下放、社区服务中心及社区社会组织孵化基地建设进行了机构、人员、业务及信息的重组与集成,但社区居委会与社区服务中心及孵化基地的权力关系需要在治理结构中明确定位,社区工作者专业能力需要进一步提高。Public service delivery fragmentation in Wenzhou community formed in the course of the government departments' service sinking and service purchasing process. It reflected the division of the community business, as well as the constraint of community contract governance caused by the governance structure and the qualification of producer of community service, professional quality and the evaluation capacity. Therefore, Wenzhou, through the power of the government decentralization and construction of community service centers and community social organization incubators institutions, reorganized and integrated the personnel, the business and the information, but the power relationship of the community neighborhood committees and community service center and incubation bases is not clear in the governance structure of the lack of clear positioning. Meanwhile, the problem of lack of professional competence of community workers still exists.
