摘　　要：联合国住房和城市可持续发展大会(简称为人居大会)是联合国唯一聚焦城市和人居环境议题的峰会,也是全球范闱内有关城市和住房问题最高级别的大会。人居大会每20年举办一次,2016年10月在厄瓜多尔的首都基多举办了第三届人居大会(人居III)。此次会议制定的《新城市议程》,为今后20年世界城市的发展确立了目标和方向。本文作者参与了"人居III"第八政策组生态城市与韧性城市组的政策文件起草和修改工作。本文将通过对"人届III"大会的背景、《新城市议程》的编写内容、特别是第八政策组生态城市与韧性城市组的工作介绍,分享其中的收获,以国际视野审视城市面临的机遇挑战,以战略眼光定位城市发展的时代坐标,以前精理念强化城市发展的规划引领。United Nations Conference on Housing and Sustainable Urban Development （Habitat） is the sole United Nations summit focusing on topics of cities and human settlements. It is known as the top-level conference on urban and housing issues in the world. Held once every 20 years, the third version of the conference （Habitat Ⅲ） was convened at Quito, the capital of Ecuador, in Oct 2016. The New Urban Agenda developed at the conference established objectives and directions for the next 20 years of urban development worldwide. The author, having contributed to the drafting and revision of the documents for Habitat lips Policy Unit 8： Urban Ecology and Resilience, will share her experience and insights by introducing the background of Habitat Ⅲ, contents of The New Urban Agenda, and in particular the work of Policy Unit 8. The essay aims to examine in an international perspective both opportunities and challenges confronted by cities, strategically define epochal dimensions for urban development, and reinforce with pioneering philosophies the leading role of planning in urban development.
