摘　　要：信息确权理论建设是信息消费和信息维权实践的客观需求,更是包括大数据在内的信息资源流通市场及其交易定价机制与法制建设的内在要求。信息确权理论建设的总体目标是有效解决信息资源权益纠纷中的信息确权难题,促进信息资源有偿共享法制环境的建立,较好地保护知识创造者和信息资源生产者的劳动积极性,从而充分放大我国信息资源的生产力与信息服务的整体能力;信息确权理论的核心内容是围绕信息产权标引与信息确权技术及信息产权价值计量方法体系建设而形成的基本概念和基本原理体系;信息确权理论须有自己的专门研究方法,即信息侵权行为计量学方法、信息权益再分配动态分析法;信息侵权行为的判定实验、以信息产权价值交换为基础的信息产业活动、有偿共享的信息资源法制建设实践,共同构成了信息确权理论的应用实践体系。The construction of the theory of confirming information rights is not only the objective demand of information consumption and information fights protection practice, but also the inherent requirement of the information resources market which including big data, what＇ s more, it＇ s also needed by pricing mechanism and legal construction. The overall construction goal of the theory is to solve the problem of confirming information rights in information resource rights dispute effectively, promote the establishment of the legal environment for the sharing of information resources and protect the working enthusiasm of the knowledge creators and the information producers. Therefore, the overall ability to produce information will be amplified and service of information in China will be better. The core content of the theory of confirming information rights are the basic concepts and principles which formed around the property right of information indexing and information property confirming technology and value measurement system. The theory of confirming information rights have a specialized research methods,such as information torts measurement methodology and information rights redistribution dynamic analysis. The application system of the theory of confirming information rights is constituted by information infringement judgment experiment, activities of information industry based on the exchange of information property value and the practices of legal system construction which centered on paid sharing information resources.
