应急管理视野下群体性信访事件预防探究

摘　　要：随着改革开放的继续深入,社会主义法治现代化建设的不断推进,结构调整、社会变革的进一步发展,形成不同的利益主体,不同利益主体形成多元化价值诉求。近年来,群体性信访事件呈高发态势。在应急管理视野下如何积极预防群体性信访事件的发生,切实维护人民群众的合法利益和诉求,关乎如何建设"五位一体"的中国特色社会主义,传承毛泽东人民主权的伟大思想,关乎国家的长治久安、和谐稳定的实践需求。With the deepening of reform and opening up, the continuous advancement of socialist modernization of rule of law, the structural adjustment and further development of social change, different stakeholders have formed and they have diversified value appeal. Mass petition, as a form of expression of petition, shows high frequency and growing trend in recent years. How to actively prevent the occurrence of mass petition events and earnestly safeguard the legitimate interests and demands of the people from the perspective of emergency management is related to building socialism China characteristics of ＂five in one＂, inheriting Mao Zedong thought of popular sovereignty, and also long term stability and harmony of the country.
