内蒙古自治区高危险体育项目的管理现状及对策研究

摘　　要：本文以内蒙古自治区经营性高危险体育项目的开展现状作为研究对象,运用文献资料、访谈、实地走访、观察等方法对我区内高危险体育项目进行调查分析,得出以下结论:1.从内蒙古自治区高危险体育项目的开展现状得知,高山滑雪、自由式滑雪、单板滑雪、游泳、攀岩在我区内有不同程度的开展,潜水项目暂时没有开展。2.从内蒙古自治区高危险体育项目的经营状况得知,滑雪项目对促进自治区的体育产业发展具有明显优势,上级部门应严格按照《内蒙古自治区体育市场管理条例》行使监管职能,督促经营方建立健全组织机构,做好公共安全服务工作,避免意外伤害事件发生。3.从内蒙古自治区高危险体育项目的风险防范得知,体育保险能在意外发生后带来资金保障,但目前体育保险承保范围有限、保额较低、健身者保险意识较差,应从培育保险人才、合理设计体育保险险种等方面构建我区经营性高危险体育项目的保险机制。By adopting various research methods including secondary research literature,interviews,and on-site observation,this paper has concluded the following findings regarding the development status and the risk management strategy of high-risk sports projects in the Inner Mongolia District.1. It is known from the development state of high-risk sports projects in the Inner Mongolia District that beside underwater swimming there has the development of different level in alpine skiing,freestyle-skiing,snowboarding,swimming and rocking climbing.2. It is known from the management forms of high-risk sports projects in Inner Mongolia District that the skiing project takes the advantage in promoting Inner Mongolia sport development. Related departments should obey Inner Mongolia sports market management regulations to perform their duties,enforce operators to build up completely organizations,work well on public security service,to avoid accidentally injuries.3. It is known from the risk avoid aspect that sport insurance can bring funding after accident,but sport insurance coverage is low,and self-protection consciousness is poor. Measurements should be taken from cultivating insurance talents and designing sports insurance types reasonably to build the insurance mechanism of commercial high-risk sports projects in Inner Mongolia.
