摘　　要：基于我国河道治理工程PPP模式应用研究现状,在PPP模式内涵的基础上,提出了适用于河道治理工程的BOST创新模式。以徐州某河道治理工程为例,针对该河道治理项目现状,从运作流程、系统框架、合同结构、风险分担等角度构建河道治理BOST模式总体框架,并对运营方式和补贴方式进行创新,设计运营补贴模型,旨在为扩宽投融资渠道,加快河道治理等准经营性水利项目改革发展提供一定理论依据和实践指导。Based on the current research status of PPP financing model application, this paper puts forward the BOST modelin the channel harness project on the basis of the PPP model connotation and classification. It takes a channel harness pro-ject in Xuzhou for example to build the framework of BOST model which is consist of operation process, system framework,contract structure, risk sharing and soon. By introducing the new ways of operation and subsidy to widen the financing chan-nels, it provides valuable theoretical basis and practical guidance to accelerate the reform of prospective business water con-servancy projects.
