摘　　要：青藏高原环境恶劣、拉林铁路自然条件复杂,拉林铁路建设指挥部总结了青藏铁路、拉日铁路等青藏高原铁路建设项目环境保护的成功经验,结合拉林铁路独有的环境特点,积极探索,构建了"六位一体"的环境管理模式,制定了"考核明确、管理到位、措施得当、整改及时、问题闭合"的全新环境管理体制,总结出一系列符合青藏高原铁路建设的环境保护措施,并利用环境监测的手段对施工影响进行了全面的控制,对拉林铁路施工期的环境保护工作起到了积极的作用,对青藏高原铁路建设项目的环境保护工作具有良好的示范作用,为后期川藏铁路全线建设及青藏高原其他项目施工建设在环境保护管理方面提供了示范借鉴作用。Tibet Plateau has a really harsh climate and the natural conditions of Lalin Railway is very complex. Lalin Railway Construction Headquarters have concluded successful experience in environmental protection from Tibet Raiway, Lari Railway and other railway construction projects in Tibet Plateau. Lalin Railway Construction Headquarters explored actively, the ＂six in one＂ environmental management mode has been explored and the new management systems which include ＂unambiguous assessment, management in place, appropriate measures, immediate remedy and problem close＂ have been formulated on the basis of the particular environment in Tibet Plateau. They have concluded a series of environmental protection measures which will be applied to the bad climate of Tibet Plateau so as to give reasonable control to the construction by means of environmental monitoring. These have taken positive effects on Lalin Railway environmental protection during the construction period, generated demonstrative effect on environmental protection in Tibet Plateau railway construction project and have provided a demonstrative and salutary lesson to the latter Sichuan-Tibet Railway construction and other Tibet Plateau construction projects in environmental protection and management.
