财政性科研经费管理:困境、根源及出路

摘　　要：我国财政性科研经费规模庞大,科研腐败、经费使用低效等都反映出科研经费管理中存在诸多问题,科研经费管理面临着愈发严峻的挑战。在科技体制改革的宏大背景下,对财政性科研投入管理进行研究具有理论价值和现实意义。通过梳理财政性科研经费管理困境,指出造成困境的根源,即未能正确认识财政性科研经费的公共性特征。同时,根据我国的科研现实,提出破解当前困境的出路,以期为提升我国财政性科研经费的使用效益提供启示。The scale of pubic scientific funds in China is pretty huge. However, the frequent corruption and the low effect of the fund show that there are a lot of problems and severe challenge in the management of the public research funds. With the reform of scientific and technological system, the study for the management of public research funds has obvious value both in theory and practice. This paper analyses the plight of the management of public research funds. It shows that the root of the plight is that we don＇t realize the character of public research funds： publicity. Based on the reality of China＇s scientific research, we propose several suggestions, hoping to offer guide for improving the effect of public research funds.
