新平县不动产统一登记中林权登记存在的问题与对策

摘　　要：介绍国外不动产登记制度、我国不动产登记制度中的林权变革、登记情况以及新平县集体林权制度改革概况。对当前不动产及林权登记工作中的立法不统一,登记依据冲突多,登记人员素质落后,没有建立明确的责任追究及赔偿制度等问题进行分析。相应提出加快顶层制度设计,充分考虑相关政策的连续性、稳定性,加强专业人才培养,构建相应的中介服务机构,建立从业人员资质准入和职级升降考核机制,以及责任追究及赔偿制度等对策和建议。This article introduced foreign real estate registration system, forest right reform and registra- tion of real estate registration system in our country, and collective forest right system reform in XinPing County. The paper also analyzed the existing problems in current legislation, such as real estate and forest right registration not unified, registration basis unsound, registration personnel quality backward, unclear responsibility and compensation system. Therefore, this paper carried out countermeasures and suggestions e. g. speeding up the top - level system design, fully considering continuity and stability of rel- evant policy, strengthen professional training, building appropriate intermediary service institutions, establishing practitioner qualification admittance and rank elevating assessment, as well as responsibility and compensation system.
