抗战时期国民政府对贪污的整饬与实效——以川省设置县长“养廉金”为例

摘　　要：抗战时期,县长等基层行政人员贪污现象层见叠出,导致基层吏治常为时人所诟病。对此,政府当局采取多种措施整饬贪污。在战争背景下,"军用浩繁"而"国用耗竭",但为整饬贪污,政治当局还从提高县长待遇入手,如设置县长"养廉金"。然而"养廉金"的设置并没有达到政府当局的初衷,县长贪污现象一如从前。县长"养廉金"之所以失效,与战时严重的通货膨胀有关,也与国家经济实力有关。实际上,"养廉金"抑制贪污的作用毕竟有限,须有相应配套措施,如严惩贪污的法律、法规,权力的监督与制约等。政府当局对于这些配套措施并非没有设置,只不过未达到应有效果,如严法执行不力,权力的监督体制作用有限,形同虚设等。这些措施为什么会失效,是值得深思的问题。During the anti - Japanese war, people criticized of the serious corruption of county magistrates and other basic officials＇ administrators frequently. The central government took various measures try to resolved the problem. Under the status of the war, numerous expenditure had been use in national defense, so the cost of national management was very short. For rectification of corruption, the government improve the wage of county magistrate, and created the system of ＂high salary for clean county magis- trate＂. Because of the serious inflation and nation＇ s bad finance in the war - time, the policy was false to resolve the corruption problem. Actually, the effective of the system of ＂high salary for clean county magistrate＂ to curb corruption is very limited, for there were lack of supporting measures, such as strict supervision of corruption laws, regulations, power supervision and control, and so on. Moreover, the most important are the enforcement of the law and the invalid of the power＇ s supervision. Why all the measures of anti -corruption were ineffective？ It is a problem worth to ponder.
