京津冀产业转移协作的阶段进展与实现途径

摘　　要：产业转移协作作为京津冀协同发展三个率先突破的领域之一,已取得明显的阶段成效,同时也面临着产业落差大、转出地基层政府阻力多、对接协作机制不健全等问题。为了破解这些问题,京津冀三地要以非首都功能疏解为契机,注重政府引导和市场化手段相结合,积极探索产业载体共建共享、重大产业项目投资牵引、生产制造环节外包协作、龙头企业带动整合、地方政府共同组建产业转移协作联盟等产业转移协作途径,以实现产业转得出、留得住、协作得好。此外,从中央到地方政府都要着眼于一些关键问题,尽快完善相关政策,继续深入推进体制机制改革,确保产业转移协作平稳有序。Industrial Movement and Cooperation, which is considered as one of three preferred fields in regional integrated development, has gotten achievement and faced some problems , such as big industrial gap, handicaps from local government and so on. To solve these problems, the local governments among Beijing. Tianjin and Hebei should grasp the opportunity of non - capital function, promote the combina- tion of governmental role and market instruments, explore some effective approaches, such as constructing and sharing the industrial parks, major industrial project investment driving, outsourcing of manufactur- ing, leading enterprises driving and industrial movement cooperation set up by local governments. These approaches will be taken into practices to make sure industrial movement, development and cooperation. Certainly, the central government and local government should improve relative policies and promote the reforms of institutional mechanisms for the purpose of industrial movement smoothly and orderly.
