北京市小客车指标摇号与竞价混合配置方式探论

摘　　要：在论证北京市实行这种混合政策的必要性和可行性之后,构建了一套包括资格筛选体系和实施操作流程的配置方案,并对方案实施可能带来的社会影响进行了分析。研究发现:混合配置方式无论在社会接受程度,还是操作流程方面都是可行的,并且能克服单一模式的不足,带来一定的社会收益,促进汽车市场均衡发展以及消除市民久摇不中的失衡心理。在下一步的研究中,论文还需要对2种配置方式的指标额度分配等关键问题进行深入研究。After proving the necessity and feasibility of adopting such a mixed scheme in Beijing, the paper devises an allocation scheme that includes the qualification screening system and the operation process and analyses the possible social impacts of the implementation of such a scheme. As results, hybrid method is proven to be feasible in respects of both social acceptance and operation procedure,as well as,it can overcome shortage of single mode,generate social benefit,promote balance development of vehicle market and civil psychological imbalance. In future research,the paper also needs to conduct further research on the quota allocation of these two allocation methods and other key issues.
