摘 要:目前我国城镇化正快速发展,山区由于受地形地质条件限制,不得已将一些老滑坡纳入了城镇化范围,但老常态下对滑坡的治理资金、工程技术以及管理的缺陷导致城镇化建设出现许多问题。为了解决山区新型城镇化建设正规化、系统化等难题,以三峡库区为例总结分析了城镇化建设过程中涉及的工程量增大、限制城镇发展等问题,提出了在新常态滑坡防治技术与资金有利条件下,应采取滑坡防灾性治理、滑坡土地开发及城镇规划建设相结合的思路,城镇规划建设应与防灾减灾统筹协调发展,并对其必要性、可行性和具体实施的统筹协调发展机制进行了系统研究,为当前山区新型城镇化建设提供借鉴。At present, China is undergoing rapid urbanization. Due to the constraints of topographical and geological conditions, some old landslides have been inevitably included in the scope of urbanization. However, many problems emerge during the process of urbanization owing to the shortage of fund, technology and management with regard to the old normal conditions. In order to solve the problem of standardization and systematization of new urbanization construction in mountainous area, problems such as the increase of engineering quantities and the restriction to cities' development of Three Gorges Reservoir Area during the process of urbanization are summarized and analyzed in this paper. The measures of landslide prevention treatment, landslide land development and town planning construction should be integrated under the favorable conditions such as adequate treatment fund funds and technology. These systematic studies of the necessity, feasibility and concrete implementation of the overall coordination development mechanism are presented which provides a reference for the new urbanization construction in mountainous regions.
